Now inter caste marriage couples can get more than 3 lakhs as benefits :

The Siddaramaiah government has increased the quantum of financial assistance that an inter-caste couples who wish to get married can avail of. Until now, the state government would provide financial assistance of Rs 1 lakh to an inter-caste couple who wished to get married. In the budget presented recently, chief minister Siddaramaiah, who also holds the Finance portfolio, raised the amount up to Rs 3 lakh, depending on the eligibility of the candidate. A woman belonging to any of the Scheduled Castes and wishing to marry a non-SC man could be granted Rs 3 lakh. Earlier, such a couple was eligible for Rs 1 lakh only. Similarly, a man belonging to a Scheduled Caste community and marrying a non-SC woman would now be given Rs 2 lakh increased from the earlier amount of Rs 50,000. The Karnataka government is not the only state government to have such schemes in place. Several states such as Tamil Nadu, Uttar Pradesh, Rajasthan have such schemes. Often, the schemes are structured with assistance from the centre, where the centre and state share the cost of the total amount to be granted to a couple.

Encouraging Inter-Caste marriages has been one of the ways by which the Government aims to reduce caste prejudices and caste based discrimination. Though Central Assistance has been extended to states for many years, the dedicated scheme of the Dr. Ambedkar Foundation seems to have few takers. Out of the proposed target of 500, only 19 have availed the scheme so far in 2015.

Encouraging Inter-Caste marriages has been one of the ways by which the Government aims to reducing caste prejudices and caste based discrimination. The Ministry of Social Justice & Empowerment has been funding a centrally Sponsored Scheme where in Central assistance is provided to the State Governments and Union Territory Administrations, towards incentive for inter-caste marriages, where one of the spouses belongs to a Scheduled Castes. This scheme was part of the implementation of the Protection of Civil Rights Act, 1955 and the Scheduled Castes and the Scheduled Tribes (Prevention of atrocities) Act, 1989.

The incentive for inter-caste marriage in states varied from as low as Rs 5000 to as high as Rs 100000 in Goa. The center released assistance to the tune of 68.6 crore in 2009-10, 69.8 crore in 2010-11, 72 crore in 2011-12. While this central assistance is still in place, Dr. Ambedkar Foundation, an institution under the Ministry of Social Justice & Empowerment has come up with a dedicated central scheme; ‘Dr. Ambedkar Scheme for Social Integration through Inter-Caste Marriages’ for encouraging inter-caste marriages.

The scheme was launched in 2013. The following documents must be submitted along with the application.

Attested copy of the caste certificate for both bride and bridegroom
Marriage certificate duly registered under the Hindu Marriage Act of 1955
An affidavit of their being legally married and in matrimonial alliance
A certificate to the effect that it is the first marriage of both the bride and the bridegroom
Income certificate of both the bride and the bridegroom
Only 19 couples received incentive in 2015

Till date, the incentive has been sanctioned to only 19 couples in 2015. Out of the 19 couples who received the incentive, 5 each are from Andhra Pradesh & Telangana, 3 each from New Delhi & West Bengal, 2 from Haryana and one from Rajasthan.

News about inter caste marriage benefits in Karnataka :

The scheme to provide financial assistance to those who have married across caste barriers has helped many families in Hassan.

Couples where one spouse belongs to the Scheduled Caste (SC) community get benefits under the untouchability eradication programme. The Social Welfare Department handed over cheques to 48 couple in a programme organised in Hassan on Thursday.

Last year, as many 96 couple benefited from the scheme. The couples get the benefit in two instalments: the first in cash and the second in the form of national savings certificate.

K.R. Devaraju and Sowmya of Hassan got married despite opposition from both families in July 2013. That year, the scheme included Rs. 50,000 of financial assistance for the couple when the husband belongs to SC community.

Early days

“We got the first instalment of Rs. 25,000 in 2014. That was helpful for us those days when we had no support. Now both of us are working on contract basis in different firms. We are expecting the government to release the second instalment,” Devaraju said. The financial assistance was enhanced with effect from July 29, 2015. Inter-caste couples can now get Rs. 3 lakh, in case the wife is from the Scheduled Caste community and Rs. 2 lakh if the husband belonged to Scheduled Caste.

In 2014, the Social Welfare Department distributed Rs. 29 lakh to 96 couples. This year, Rs. 16 lakh was provided for 48 couples.

“The amount varies depending on the date they got married. The cash component has been revised twice in the last two years. Those who got married before 2013 get a maximum of Rs. 1 lakh, while those got married after July 2015 get up to Rs. 3 lakh,” N.R. Purushottama, District Social Welfare Officer, told The Hindu on Saturday.

Among the 48 couples, 15 women belonging to Scheduled Castes had married men from other castes . “The applicants have to produce marriage certificate, income certificates, besides caste certificates to claim the benefit. The annual income of the couple should not exceed Rs. 50,000,” Mr. Purushottam added.
